The 20 minute restriction doesn't apply to trackers in the last 30 minutes of the competition. This allows for the most accurate capture of stats right up until the very end.

Hm, interesting idea - will have to think more about how this could be accomplished.
In the meantime though, maybe you could try this:
1) Give the competition an undescriptive name, for example, "Xp Competition" so members of your clan aren't going to readily recognize it.
2) Set the default tracking skill a random skill (not the one you're actually tracking), say "Firemaking". This will still allow you to check on the skill progress via changing the "View Skill" option on the Competition Tracker page for the actual competition skill, but no one else will know, until you announce it, what skill you're actually tracking. This will essentially allow you to run a secret competition, as no one will know what skill you're actually tracking for real, as "Firemaking" would just be the decoy skill.
