Yeah, I was wondering about that too - I was running into a lot of scenarios where there were accounts which were removed from the highscores, but their Adventure Log said their account was set to private and "not publicly available", meaning the account still existed.
I know that if an account changes their display name, the Adventure Log for their old name will give an "account does not exist" message - which makes sense, as no one currently occupies that display name anymore. However, I wonder if someone sets their Adventure Log to private right before losing membership, if the privacy message will just remain in place regardless of them being F2P. So, since they technically opted out of the Adventure Log, the "not publicly available" message could display regardless of whether they were F2P or not - that would be something interesting to find out, and would be an explanation for what's been occurring.
Either way, the Name Change Contribution system only labels accounts as F2P when the account's Adventure Log explicitly states that the account is a "Non-member Account", and not under any other scenario - so any accounts RuneTrack marks as F2P should be accurate. Basically, RuneTrack may fail to detect some F2P accounts for automatic removal from the Name Change queue due to Jagex coding irregularities, but every account detected as F2P and removed is definitely F2P.
