The gains in question still appear on the weekly records page.
And, as has been said before, this can be done by the original name owner changing to an offensive username. It's not a case of jagex deciding to allow it.

| I got 4531767 smith xp that day (as recorded on a different tracking site during the time that should have been recorded that day), which would have put me in 7th in global records for smithing on the first day of that stuff.
